BudgetAvis charge more than actual costs and wont refund
When you pay in advance and the actual costs of your rental are less than already payed, Avis / Budget will not refund the difference. They will tell you about §18 in the rental agreement, where you can use this difference for extras. (I actually booked extras, but at that time they weren't able (didn't want?) to tell me about §18)...
